Waitlist functionality is not workin correctly.

Summary:

Hi,

As per the functionality of Waitlist, learner who have requested for a training and are currently waitlisted due to limited seats, should get added on basis of who requested first if there is a seating capacity available.

But learners are getting added based on who requested last i.e, in descending order.

Has this functionality changed in 24 A or some bug?
