unable to change incorrect date of birth and Hire date of few employees

Summary:

For few employees the date of birth needs to be changed, when i try it through the application or HDL, it shows the error "You need to enter a date of birth that's before the start date of the person record. (PER-1530408)"

The date start for these employees are set to 01/01/1951 in the person table.

If there any way to correct the date start and DOB.
