learning specialist AOR View of learners

We have created a learning specialist with AOR with country specific. We are facing a issue that while adding a required assignment, Once he add learners through analysis or add a person, he can view outside of AOR country and can submit the required assignment/initiative. But only those learners which are under AOR got added which is correct. So wanted to check is this expected behavior that while adding , outside of AOR persons will be visible?
