how to rehire an ex-employee into the system with a new person number ?

Summary: When any ex-employee applies to a job requisition from career site with the same mail address (as it is not possible to communicate it with each of them to apply from a new mail id) we would like to know if there is any way we could get a new person number for the rehired employee?
