Issue with Creating Change Order for Open PO with Pending Fulfillment and Partial Invoice Accounting

Issue Summary:

We have a user attempting to update the amount for one of the lines on a PO that is in Open status by creating a change order. However, the system is not permitting this action. We've observed that this PO has a pending fulfillment schedule, and the invoice has been partially accounted for.

Is it possible for the user to create the change order now and update the PO amount under these conditions?

Here is the error message the user receives when attempting to create the change order: "You can't cancel this record because an invoiced or received schedule exists.
