Not create a requisition when item is short picked

Summary:

Anytime there is not sufficient inventory to be transacted, Oracle is considering it back ordered, however our client considers a back order every time they short pick or zero something out (i.e. because they don't have the quantity to pick in warehouse). As of now, when an item is shorted (i.e. ordered 4, picked 2, shipped 2 and received 2) the 2 that were not delivered automatically go into “Staging” and system also creates an additional requisition to cover the 2 that were short picked as system is thinking we shorted the order, because we did not have enough inventory
