How to set {$SYSDATE()$} into Effective Date on Scheduled Extract ?

I believe in past scheduled extract, the Effective Date was showing up as being set to new date

not hard-coded.

My baseline date is being used and 'New Hires' are not being picked up by the extract output and reports
