Employee changes of Name, Address, or any personal information, should support DOR

Summary: When Employee changes, Name, Address, Marital Status or any personal information, we want to have relavant certificate attached and it should be visible in Document of Records. Basically all ESS transactions when performed, the employee should attach certificate and the same shoud be visible in Document of Records. Is thre any way to achieve this.
