MSS Document of Records, Certificate not visible to employees

Summary:We have enabled Document of Records section using HCM Design Studio for MSS transactions like Promotion, Transfer, Termination and few others. From Line Manager login i have initiated Promotion transaction and attached sample promotion letter and submitted. The attachment is visible when i see from myclient group>>search for that person Document of Records. When i login as Employee, am unable to view that letter. (Initiated promotion transaction for future date as on 01-Apr-2024). Both Line Manager and Employee is unable to view Documents from Document of Records. Only HR can view by searching the
