How to apply mandatory fields for candidates coming from recruitment module

We have defined some Design Studio rules in order to make some fields mandatory when adding / editing / converting a pending worker. These rules work as expected when the pending worker is created via "add pending worker".
Nevertheless, when the pending worker is created via the recruitment module, the mandatory fileds are not displayed. These mandatory fields are only displayed if the HR user clicks on the pencils.
If the HR user does not click on the pencil, he/she can convert the pending worker without populating the mandatory fields.
The fact that a pending worker can be converted even if the mandatory fields are not populated causes major data quality issues.
