Why does my visual builder not load/look like this?

Summary:

I recently upgraded to 24A and had 2 weekly patch bundles. After that, my visual builder for HR screens stopped working and it loads till I get timed out. The only module working in visual builder now is Help Desk.

This is what I see, you can see on the left that it looks weird. The business rules page does not load even if I wait for 30 min. There seems to be some sort of corruption for my pod, I'm putting on this group for more awareness and hopefully someone has a solution.
