CSP Action not triggering when fast formula is used

Summary:

We have written a fast formula to trigger rejection notifications in the CSP. The intended use for this formula is to send rejection notifications only to candidates who have NOT been referred by an agent.

The formula is below.

We have included this fast formula on a CSP action to automatically send rejection notifications. Logs that we have taken identify that even when the condition result is evaluated to be 'Y' (candidate NOT referred by agent), the notification is not being sent. We have confirmed that the Perform Recruiting Candidate Selection Process Actions ESS job is running at 10 minute intervals.
