OIC properties file parameter contains comma within value

Summary:

While importing project cost, we need to pass business unit as parameter value for which we have a business unit name that contains comma. So when we prepare .properties file in OIC and using Import Bulk Data process we process the "Import Costs" Job it goes in error as Oracle tries to read properties file with comma as delimiter.

Need a solution to pass comma within value in .properties file
