Spreadsheet Loader to load a voluntary Deduction element defined at payroll relationship level

Can we have an HSDL configured to load a deduction element defined at Payroll relationship level.

While creating a template for element entry, by default Assignment Number is added as one of the User Keys. But we can have deduction elements defined at Payroll relationship level rather than at Assignment level.

Please let us know if there an option to create an Element Entry template for Voluntary deduction elements.
