Learning Assignment Stuck in Withdraw Pending Approval

We have a learning assignment currently in the status 'Withdraw Pending Approval' but the transaction has been terminated within the Transaction Console. Is there any way to update this status so the learner can successfully withdraw from the course? We have tried to change the status via Mass Actions Bypass and Approve but this hasn't done anything.

This course is also part of a Learning Initiative which has ongoing renewals on so we don't want to delete the assignment and cause issues with this.

Any advice would be welcomed.
