Unable to create Purchase Requisition via REST API

Getting following error while creating Purchase Requisition using REST API

"The request content does not represent an action or it has an invalid structure."

I have also enclosed the request body in "parameters":{} tag but still getting same error.

I am attaching the sample payload that I am using for reference.
