Unable to create artifacts (Reports, Report Package, etc when navigated from planning

I have set up a navigation flow within planning that directs to the Narrative Reporting using URL. As an administrator, I successfully landed on home page and could navigate through the system, accessing various artifacts. However, I encountered an issue when attempting to create certain artifacts such as Reports, Report Packages, Books, and Bursting Definitions—everything except folders.

Steps Taken:

  1. Configured Navigation Flow to Narrative Reporting using URL.
  2. Logged in as an admin and followed the configured navigation to reach Narrative Reporting via URL.
  3. Upon landing on the homepage, I navigated to the library and attempted to create artifacts.
  4. I found that I was unable to create the intended artifacts. Upon clicking, there was a brief spinning/loading period of 1-2 seconds, but no action followed.
