How to create a read-only access for downloading the report in the Report & Analytic, Schedule Process and Financing Reporting Center?

Currently, I has a "read-only access" where it is show "You have read-only access to all applications. You cannot perform updates."


However, I realize that this account is able to perform the finance task such as post to ledger.

The access is holding same role as normal user, the only different is the account is enabled the "Read only mode" in Manage Administrator Profile Values > FND_READ_ONLY_MODE.
