pipeline SEND_TO default with substitution variable.

Summary:

Is it possible to create a pipeline that uses a variable with the list of Send To recipients? The use case would be so that as admins or users change over time, the list of people who get emails on pipeline execution would just need to update a substitution variable. Has anyone had any luck setting up a variable to do this?

In the example below I couldn't get it to use the variable &VAR_MAILTO (where VAR_MAILTO is set to my email address). It works if I type my email address in the default value.
