Expense tolerance limit issue

Summary:

we have created an expense report with Header-1000 and line level-1200 and can save and submit the report

Our requirements are as follows:

1. if line level is entered above 1000 which is tolerance limit, it should throw an error while saving the report

2. Any discrepancy between the amounts entered at the line level and header level should prompt an error
