Oracle Fusion Access to restrict users from a particular role

1. Application Developer Role - this role gives access to Setup and Maintenance - which can edit the MANAGE AUDIT PROFILES OPTION - Our concern is how we restrict user to do that?
2. Application Implementation Consultant Role - this role gives access to Extract audit reports in SaaS, Here we want to restrict for audit reports
