How to control Absence Plan hours Forfeiture at the end of plan enrollment

Summary:

Is there a way to ensure absence plan forfeiture shouldn't happen until after the timecard is submitted for a terminated worker record's timecard is submitted for their LAST period/accrual period? Or have forfeiture of hours reprocessed when the employee or after employee uses an absence right before plan enrollment end date i.e. day of termination?

We have a floating holiday plan that accrues 16 hours a year front loaded on 1/1. Balance frequency source is person primary frequency so our balance calculation date gets updated every pay period (every 2 weeks). The plan balance is usually forfeited upon employee termination.
