How can a controlled budget go over despite an absolute control level?

The business has set a control budget that has no control level but has an absolute supplemental rule. And, drilling down to the captured transactions in the "Review Budgetary Control Balances" page, all of them have been applied an absolute control level as expected.

However, the control budget/supplemental rule has allowed a certain account (which is within the scope of the supplemental rule) to go overbudget.

Because of this, whenever anyone tries to enter a journal/transaction against the account now, the system prevents them to do so.

We also weren't able to replicate this issue in the lower environment.
