Why does the requisition return to Process Requisition page after award and PO creation?

Summary:

I created an RFQ from PR in Process Requisition page. During Negotiation, I added negotiation lines manually, the publish the Negotiation. Supplier responded with their prices. I closed the negotiation, but during award, I awarded only the manually added line but not the lines with reference requisition. Then I created a purchase order from the award. When I checked my Process Requisition page, I noticed that the requisition lines I used for my negotiation went back to Process Requisition. Is this the system normal behavior?
