Active Pending Worker and Active Employee record for the same person

Hello experts,

In our company, the selection process (up to Job Offer) is managed by Recruiter and hiring process (after Job Offer and Move to HR) is managed by Hiring Focal Point. These two parties are working overseas. Because of this, we have the following issue:

Recruiter creates Pending Worker record via Recruitment module. Sometimes, Hiring Focal Point, does not convert that Pending Record to Employee, and instead creates a brand new employee record. As a result, that active Pending Record in Core HR is hanging there, which creates ''headache'' for Position Management.

We know that there is a way to cancel work relationship, under Pending Worker screen, however the issue with that 1) sends notification to candidate saying ''you are rejected'' etc, which is not the case, because the person is already onboarded and the Employee record is created 2) in the recruitment module, it marks the status of the candidate as ''Withdrawn by Candidate'', which is not reflecting the reality again
