We have heard that this would be a payed tool. However, it looks to be free? Is it for free for partners?

We had heard that this tool would be a payed tool. However, I was able to download it just like that without paying. I do not have installation permissions on my laptop, so it might be that I would need to pay when I start using it? Not sure. If it is for free we would think about any laptop form the the company, or making an appointment with IT.
