Time entry rule for validating projects, task and expenditure type

Hi Team,

We have project, task and expenditure type as fields on the timer card. All our absences are entered against the same Project, task and exp type.

We want to write a time entry rule that can check that will check this information when the employee submits the time card for absences.

Any inputs or sample code will be helpful.
