Can skills be loaded into an employee skills center?

I have a client who is transitioning from eightfold.ai to Oracle. Eightfold has very robust skills functionality and, understandably, they want to convert their employee's data from their Eightfold talent profile to Oracle talent profile. I understand there is not currently capability to load skills into the skills nexus. That said, is there the ability to load skills to a person's skills center as a conversion requirement?
