Global Absence Entry Validation Fast Formula Help

Summary:

We have a requirement to restrict Absence Type entry when certain conditions are met. The two conditions are captured in the formula below. However, I believe I am missing a CHANGE_CONTEXT, but I am not entirely sure since I am pretty new to Fast Formulas. The second IF condition in the formula only works sometimes.

All checks for conditions should be as current date for assignment and absence information.

What am I missing?

The requirement is:

Put a condition in Oracle to only allow the use of Comp Time within the current year for CEA and CONF bargaining units.
