Prohibit Chat Transfers to Some (Not All) Groups

I am looking for a way to prevent a group of agents from transferring chats to another group, but they still need to be able to transfer to some other groups.  I have my employees in different groups based on seniority.  So, Chat Queue A will have two or more groups handling it - say, Queue A Agent and Queue A Supervisor.  These two groups need to be able to transfer between each other, BUT they should not transfer to any group that works Chat Queue B.  (Hope this makes sense).  Can anything be done in this case?
