FYI Notification is only triggering once if the user is repeated in the Approval flow

Summary:

We have configure the Approval where the user is set twice in the flow as an Information only. But the user is only getting the notification once after the completion of task instead of getting it twice.

Approval flow:

Representative ---> Application Role--->Representative--->User(FYI)--->Representative--->User(FYI)

Here User is in both the nodes but the FYI is going only once when all the Approval required stage is completed.
