Change in Item Status in Child Org from Master Org

Item Status need to be changed in the child Org different from Master Org

Currently the Master Org is allowing to change the status of the Item as Active /Inactive. As per the client requirement we need to change the status of the child org different from master org. Like the child org need to be Inactive when the master org is active. How can we achieve this requirement
