Remove users train stop when creating/editing role

Hi all,

is it possibe to remove this trainstop for a user when editing roles?

The reason behind the request is that our client wants to separate role creation and role provisioning to two sets of users. One set shall only be able to create/edit roles and one set of users is responsible for assigning/removing them. The client's auditor claims its legally required to separate role administration and role assignment. No user should be allowed to do both.

Question: Are these train stops controlled by privileges? Would it work to remove the, e.g. Manage user roles privilege from a role to remove this train stop when editing roles? Could I use the page composer here and use an EL expression to limit visibility for different roles?
