In Production Scheduling, how to prevent Reschedule in and out for Work Orders and Resources?

In Production Scheduling, kindly let me know If there is a way that can either prevent the Finite Scheduler from Rescheduling in/out a particular Work Order or Resource based on Material Availability and unavailability as this is something Finite Scheduler has no visibility over.
