Manage Work Definition in the Spreadsheet is not supporting Outside Operation Supplier update

Manage work definitions in the spreadsheet is not allowing us to remove supplier name and site for an outside operation.

We have few of Routings are having outside operation associated with certain supplier and supplier site. We are trying to remove Supplier and Supplier Site by using a functionality Manage Work Definition in the spreadsheet. We are able to download the records, We are able to clear Supplier name and Site, We are able to upload those changed record and We are getting a message that Rows updated successfully.

When we Query WD in Fusion Application - UI, The changes are not reflected and the outside operations are still associated with the Supplier and supplier site.
