Oracle HCM: How to translate Approval Delegation Categories?

Hi!

We want to translate, specifically in Brazilian Portuguese, the values of the categories in Approval Delegations:


I navigated in BPM Worklist -> Task Configuration -> search the task and click a button beside the category:


I am not sure if this is where we translate the category name. If this is correct, I see that there are languages under the locale field; however, not all of our languages are in the dropdown list:


Is this the way to translate the category values? and if yes, why does the values of languages incomplete (we have Brazilian Portuguese and Russian but it does not show in the dropdown list in Locale)?
