How not to bundle two order release together into one shipment with different special services?

Summary:

We have two different special services "ABC" and "XYZ" available at two different order releases. When both orders are selected together for one bulk then one consolidated shipment is getting created.

We have a requirement to build different shipments for each order release. Considering the same itinerary and rate setup. These two special services are incompatible with one another. Please let me know how to set up this if anyone faced this scenario before.
