Requirement of updating Supplier Portal (View RFQ/Response) view using sandbox

Summary:

We have a requirement of removing current, start and target price from Supplier Portal- View RFQ and Create Response screen. Can this be achieved without getting into Supplier portal of a supplier user and just from an implementer login. What is Oracle's recommendation of going ahead with such change?
