Can we hide delete option for attachments uploaded on Record External Learning page

Summary:

Hi,

When learner submits information for external training using Record External Learning page along with attachments in the attachment section, these records comes under View Transcripts section as they are past trainings. Even the record is submitted and approved along with the attachments, learner still gets the option to delete the attachments which he has uploaded.

Is there any option to hide the 'X' button against these attachments?
