How to kick off "Upload Value Set Values" ESS job via REST API

Summary:

We need to kick off the "Upload Value Set Values" ESS job via the REST API. We are able to successfully upload a file to the UCM to be processed, but cannot figure out the REST API syntax to process that file now. The job only has 2 parameters - file name and account. If we just pass the file name, the job completes successfully, but says it can't find the file in the account "null". When we pass the account parameter, we are getting a "400"error. The payload we are using is mentioned below.
