Analysis showing projected absence accrual at year end

We have a periodic accrual scheme for annual leave which accrues monthly at the month end. However we give our employees their entitlement up front (e.g. Mr X accrues 20 hours leave per month, but we give him his full entitlement of 240 hours at the start of the year to phase as he wishes).
I have a need to create an analysis/report which will include a line for each employee containing their projected accrual balance and leave taken/booked which we can run at any time of the year, but it will be effective as at a date entered using a prompt - likely to be 31st Dec (so I could run the report with an eff date of 31st Dec, check Mr X and see that he has a projected accrual balance of 240 hours, and he's taken/booked in 210 hours).
