Custom role to edit directory

We have someone outside of personnel updating the directory (Oracle Fusion home -> me -> Directory), but they are currently assigned the Human Resource Analyst role. This obviously grants way more access than that individual needs, so I'm wondering if someone has created a custom role for this that could help us do the same?
