Getting this Error "the value of the attribute source agreement isn't valid "

Summary:

 Getting this Error "the value of the attribute source agreement isn't valid " when releasing planned order. BPA1 which does not have enough open dollars to support this release and other BPA2 does have enough open dollars to support release. is there the ability to select the BPA to apply to release planned order?
