Change Position of New Quote Button in SF controlled by the SFDC Managed Package

Is it possible to change the location of the New Quote Button in SF? We'd like to have a button at the opportunity level, but we are limited by the SFDC managed package restrictions.

If there is not a way to do this, Our SF Developer would like to know if it is possible for Oracle to change the “VFPage” and “VFComponent” to global.

NOTE: I raised an SR for the same request above and they told me to ask the question here. They are the only ones who could make such a change to their managed package so I don't understand why they would tell me to ask the community other than they don't want to do it. They also told me to refer to how to ask a good question... If you can help me write a more clear SR to Oracle, that would be an alternate approach.
