PPM has error while loading through HDL when PPM has gaps for an employee

Summary:

When loading PPM for an employee who already has an end dated PPM record and then a new PPM record after few days, it fails when trying to load through HDL and getting below error -

Date-effective records can't have gaps between the effective end date of one record and effective start date of the next record.

Example - Person 123 has PPM end dated as of 3/1/23 and then a new PPM effective 3/15/23 comes n through HDL, it fails with error mentioned above.

I understand HDL Create does not allow to create an entry with HDL but is there any solution to load such PPM entries as we can manually add it trough UI.
