What access do I need to give for users to just view Requests for a specific application?

I have some Local Statutory requirements where I need to let select users around the global to access the requests during a calendar year. What is the best way to accomplish this? I have tried doing participant Read access on the Application (OFC General Ledger) which did not work. I have tried doing Viewpoint access as well for read only and that does not work. I want to handle this through a security group that I can control which users belong to this and toggle in and out when needed.

What would be the best way to handle this?
