Why column "Sales Organization Level" sometimes some SO lines have "Sales Rep" and other times it is empty? And sometimes the same SO line have both "Sales Organization Level" = "Sales Rep" and "Sales Organization Level" = null

Same Sales Order line have two "Shipments History: Requested Item by Shipped Date" collected rows in Plan Inputs the only difference is the "Sales Organization Level" column that one row is empty and the other contains "Sales Rep".
We need to figure out why is this happening and how can we collect only one row of data?
