How to have Date type non-item inspection characteristic without any target date

Summary:

We need to have Date type non-item inspection characteristic as part of our inspection plan.

The date need not have a target date.

But, Oracle cloud does not provide any flexibility to create such characteristic without target date.

Can you please suggest how to achieve this requirement? Can page composer be considered?
