Can User Defined LOT Numbers be restricted?

Summary:

Currently the system is designed to generate LOTS as per user defined. Client want the LOTS only to be 4 digits not a digit less nor 1 digit more. The Lot number should only be 4 digits.

Is there any way to achieve this requirement? "Restrict No of LOT digits when LOT is user defined?"
