To Hide the "Edit Distributions" task by using Sandbox

Hello, Team.

In the Manage Transactions Screen, the user wants to hide the 'Edit Distributions' option under Actions Item.

Navigation to this screen-->Receivables-->Billings-->Action Bar-->Manage Transactions--> give some 'Transaction Number' for EX '1121001'--click on search-->Click on transaction Number-->there we can see 'Actions' field -->Click on Actions --> Edit Distributions.

We attempted to hide the option using sandbox. It is not working properly. 

Please assist us with hiding the 'Edit Distributions' and letting us know how to proceed with the role-based restrictions.
